Compliance Manager Allergan - Moscow


Job Description

Based in the Russian offices this newly created role will be responsible for establishing and managing a legal and compliance department within the local Russian entity and ensuring the Company activities comply with existing laws and regulations, internal rules and policies, industry ethical standards.
Responsibilities include: 
  • Ensure development and maintaining of tools and systems of internal control and monitoring for compliance, tracking gap assessments and in case of necessity holding of trainings for employee
  • Ensure continues and cross-functional daily communication and support to the Company on all compliance-related matters
  • Ensure that the Company’s ambitions connected with compliance and ethics are well known and understood among its customers
  • Support Business decisions with risk based analysis and advice
  • Act as a reference point for the Regional Legal Department and be accountable for the local implementation of pan-regional projects and programs
  • Support to the tracking and reporting of compliance and legal budget
  • Providing guidance on Allergan’s compliance expectations to the management and commercial teams
  • Monitoring the compliance to Allergan’s standards by conducting routine and ad hoc reviews of activities and payment documentation
  • Conducting ongoing risk assessment of activities and reporting identified areas of improvement to management as necessary
  • Conducting investigations into potential compliance issues raised within the Russian business 
  • Providing regular progress reports and updates to senior management to enable effective oversight of compliance in the Russian business.
Where the candidate is legally qualified, 
  • Providing of legal support of the Company’s business activity as in-house counsel, and managing all legal matters within the company and with external counsel
  • Provides process effectiveness of the preparation and approval of legal documentation (contracts and other documentation required in accordance with Russian legislation), and is responsible for the set up and management of a contract management system
  • Manages external counsels and providers of legal services
  • Provides storage of the corporate documents (statutory and other legal documents) of the Company. In coordination with the Regional function, is responsible for corporate administration matters, including but not limited to, intercompany contracts, powers of attorneys, Board of Directors meeting minutes and agendas, Shareholders meetings minutes and agenda
  • Act as the National Data Protection Officer for the Company
  • In coordination with the Regional function, manage all local litigation matters including employment matters, product liability matters, tenders and public administration claims, claims from/against competitors or other third parties
  • Support and/or coordinates from the legal end down raids and investigations

Desired Skills & Experience

Education and Experience:
  • University graduate (ideally legal qualification) and /or
  • Significant experience in pharmaceutical, medical device, or other related industries
  • Significant experience working in a compliance role, preferably at a multi-national level
  • Fluent in English (written and spoken)
  • Other language skills would be an advantage but not a necessity
  • An auditing or QA or other process oriented functional background would be desirable
  Essential Skills and abilities:The successful incumbent will be motivated by a challenging and diverse workload that provides for a lot of autonomy and the need to form strong business partnering relationships.  
  • Ability to understand the commercial priorities of the business whilst providing sound and realistic compliance advice
  • Demonstrable ability to work simultaneously on varied number of tasks and produce high quality results
  • Experience of developing and delivering training (including presenting face to face) to large and potentially diverse cultural groups
  • Effective communication skills and good interpersonal skills – ability to influence across cultures
  • Ability to exercise sound judgement under pressure
  • Adaptable in a dynamic environment and comfortable with a level of ambiguity
  • Proven ability and commitment to absolute maintenance of Company confidential information
