About Our Client
Our client is one of the strongest property developers in Indonesia with a focus on luxury residential, commercial and mixed-use large-scale development projects. Having enjoyed excellent performance with similar projections for oncoming years, they are currently looking for a Development Director based in Jakarta to spearhead the end-to-end functions and responsibilities of both their current and future projects.

Job Description

Reporting directly to the CEO, the Development Director will be the No2 person in the business and responsible for the overall direction, projects planning, resource allocation, project accounting and control, while providing technical and non-technical direction and ensuring compliance with quality standards, company strategy and goals. Other responsibilities include:

Core Responsibilities
  • Develop department objectives and plans, setting performance requirements and selecting project manpower
  • Directs the overall construction management, organization, and operations of all projects and related construction activities for the department
  • Develop and implement quality control programs, annual operating plan, budget forecast, project evaluations and assessment of results
  • People Management; conduct manpower planning for Development Department, evaluate team performance, propose required development plan for the team
  • Reports to shareholders about progress and update any modifications of plans
  • Lead the project board meetings on a quarterly basis
  • Participate in business review meetings, yearly and mid-year budget review meetings, and project control meetings

Support Functions
  • Appointment of consultants: Reviewing service agreements from consultants and negotiating fees and contractual terms of the service agreements
  • Tenders and Contract Management by reviewing tender documents, attending tender Interviews and negotiations with tenders and reviewing tender evaluation reports
  • Monitor and continuously improve project development work according to Project Management SOPs, track progress on CPM
  • Review project teams monthly reports.
  • Site Management; monitor the progress of the construction activities on a regular basis


The Successful Applicant

This position is open to expatriates and Indonesians alike, ideally with expats coming with the relevant work permit. The ideal candidate for this role must have matured in the luxury property development industry with a strong track-success in project management. With a sophisticated disposition and strong business acumen for this particular industry, the applicant must also come with:
  • 15 years of experience in end-to-end luxury property development project management
  • Come with strong experiences in buildings acquisition, cost management, P&L management, financial acumen, managing investor/stakeholder relations, prime locations identification expertise, luxury architectural designs, construction, project management, leasing, etc.
  • High-Rise project experience
  • Excellent interpersonal skills and ability to manage professional relationships on every stakeholder level, including the ability to establish new and long-term strategic contacts with government officials, property developers, etc.
  • Should ideally come with a strong network of local key players in multiple industries relevant to property development along with key official authorities to secure relevant leases, licenses, that will be deemed necessary to the business
  • Ambitious personality with a significant ability to drive business success at a key point-of-contact senior management level within Indonesia

Position Overview

Summary
This is a senior position suitable for a HSSE/OA professional with experience at HSE Manager/Superintendent level within the Oil and Gas Industry. The HSE Specialist shall, in conjunction with other JOB Management Team members, prepare the HSSE/OA plan for the business and oversee implementation of same.  This position supervises a team of HSE professionals based in the central office and also at the site location.


Key Responsibilities
  • Demonstrate excellent safety leadership at all times.  Lead by example and encourage safety excellence in accordance with Talismans commitment to HSE matters.
  • Take the lead in preparation of an extensive HSSE/OA plan for the business that covers all aspects of HSE and then oversee implementation of the plan.
  • Assist JOB and Talisman HSE and regional practitioners to prepare HSEMS, various plans, budgets and other HSE Support.  Wherever necessary present or disseminate same.
  • Prepare weekly, monthly and annual HSSE/OA department reports and present them to the JOB, Talisman, government authorities etc. as required.
  • Provide HSE technical and operational support to all aspects of the business as required, whether that be Risk Assessment, Management of Change administration, the preparation of procedures etc.
  • Act as a conduit between Talisman and the JOB, sharing information and implementing initiatives etc as necessary. 
  • Ensure JOB practices comply with, and procedures adequately cover, current Indonesian HSE legislation or relevant International standards. 
  • Coordinate all external HSE reporting required by legislation, the JOB and Talisman.
  • Organize, and where necessary conduct, the training and coaching necessary to establish and maintain an excellent HSE performance throughout the JOB. 
  • Maintain and test the Emergency Response capability within the JOB.  Participate as a team member of the Emergency Response Team for Jakarta Office and Field/JOB.

Qualifications
  • A Bachelors Degree in a relevant Industry discipline, i.e. Engineering, Occupational Safety and Health or other related subject, ideally complimented with a formal HSE qualification (NEBOSH or similar)
  • A thorough in-depth knowledge of regulatory permitting and approval processes and reporting requirements is essential. 
  • Minimum of 12 years experience of the HSE issues found in Indonesia within major in oil and gas industry organizations.  Demonstrable experience of safety inspections and auditing, HSEMS and dealing with operational/drilling HSE activities and challenges is a must.  Experience of OHSAS 18001, ISO 14001 implementations and audit would be of benefit. 
  • Proven experience and a good understanding of HSE Risk Assessments, inc. HAZOP, HAZID, JSA, Modern Safety Management, ISO 14001/EMS standards etc.
  • Previous experience of working within a multi national environment, 5 years of which shall be in a senior supervisory or management position.
  • Experience gained within a large onshore drilling and production operation is advantageous.
