Job Description

POSITION ONLY OPEN TO INDONESIAN CITIZENS.


THE WORK LOCATION WILL BE REMOTE SOUTHEAST SULAWESI.

THE POSITION REQUIRES TO LIVE FOR EXTENDED PERIODS IN VERY REMOTE AREAS WITH POOR FACILITIES.


Main Responsibilities
Strategy
  • Collaborate with SCM’s Divisions, including human resources, legal, finance, communications and operations to ensure that community development programs address the strategic needs of the company;
  • Assist in designing, implementing, monitoring and evaluating a multi-year community development plan;
  • Work with SCM’s CSR Manager in providing direction and strategy for SCM CSR programs that fit with the company’s overall company strategy and improve the local economic foundation;
Program Design, implementation and monitoring
  • Encourage development of local businesses, local training programmes and employment initiatives to contribute to the PT SCM's operations;
  • Assist in implementation of community development initiatives such as procurement of goods and services, encouraging local sub-contracting, and other development programs;
  • Identify possibilities for local procurement by the company and build the capacity of local contractor to engage with PT SCM;
  • Identify and suggest significant community development projects to ensure relevance, accountability and alignment with SCM’s CSR profile;
  • Assist in implementing a framework to monitor and evaluate community development programs;
  • Assist in data collection for corporate responsibility internal and external measurement and reporting.
Communication
  • Assist in monitoring PT SCM’s Community enquiry, complaints, dispute and grievance management system;
  • Engage in ongoing communication with all village communities in the project area;
  • Record data (formal and informal meetings, enquiries, complaints, stakeholder data, household data etc) as part as PT SCM's social responsibility;
  • Work closely with other SCM department in all matters related to the local community.
Strategic Partnership and Stakeholder Engagement
  • Develop and maintain relationships with key stakeholders and other partners. Work with local partners to develop relevant programs and initiatives that support SCM’s community relations and development programs;
  • Serve as internal resource and external representative for SCM on CSR issues;
  • Act as ‘Representative’ of PT Sulawesi Cahaya Minerals (PT SCM) Community Affairs Office in Routa Sub-District;
  • Maintain good relationships with the project stakeholders (government, community, media, NGOs, etc) in support of PT SCM’s community affairs activities;
  • Contribute to baseline and impact assessments while maximizing participation of Indonesian and particularly Sulawesi entities;
  • Organize regular visits to key opinion leaders of local government and community to update PT SCM’s project status & plans, get feedback and advice;
  • Work closely with the village committees and the sub-district committee, gather information / feedback, write minutes of the meetings and effectively communicate PT SCM management responses;
  • Assure that PT SCM standards, procedures and policies are implemented across PT SCM community activities;
Administration
  • Do financial and operational administration of PT SCM’s Community Affairs Office in Routa Sub-district;
  • Periodically report finance & activities of PT SCM Community Affairs Office in Routa Sub-district to Community Affairs Manager;
  • Undertake additional administrative tasks as assigned from time to time by CSR Manager.
  • Assist with the development and execution of annual CSR report.
  • Assure that field staff provide written and verbal feedback according to the Community Affairs Department needs (e.g. informal and formal meeting records, enquiry records);
  • Assure the implementation of HSE standards and policies across all activities in the field related to the Community Affairs Department.

Desired Skills & Experience

Experience
  • No less than ten (10) years experience in community development, with particular focus in developing local economies;
  • Proven ability to effectively plan, direct, organize and administer diverse activities to ensure effective community development programs;
  • Experience in the development of local businesses and developing employment opportunities for local persons to work on the project; and
  • a strong team player with maturity to build effective partnerships across diverse cultural groups.
  • Demonstrated ability to work across a multi-disciplinary framework that takes into account both business and social concerns;
  • Ideally, the applicant should have a background/work experience in mining issues or demonstrated knowledge of the sector;
  • Memiliki kemampuan memfasilitasi masyarakat dan pihak terkait secara partisipatif;
  • Experience in Gender issues desirable;

  • Demonstrated capacity to maintain effective relations with colleagues and others, especially with key stakeholders in local government and communities of SCM’s project area;
  • Innovative and open-minded approach to all aspects of work. Strong community orientation and excellent interpersonal skills.
  • Attention to detail and high standards in record-keeping.
  • Demonstrated ability to live and work in a remote region for extended periods of time.
Other Criteria
  • Good command of the internet, word processing, power point and excel are required;
  • Knowledge of English language is desirable.
