Job Description



Chemonics seeks a Deputy Chief of Party/ Communications Director (DCOP) for the anticipated the USAID-funded ASEAN Partnership for Good Governance, Equitable and Sustainable Development and Security (PROGRESS) project. This expected program seeks to support and enhance ASEAN’s capacity to advance good governance and regional security, and to promote equitable and sustainable human development in Southeast Asia.

The DCOP will be responsible for providing technical direction and support to lead program activities, and will also serve as project communications director to tell the story of the U.S.-ASEAN partnership. The position will be based in Jakarta, Indonesia, with short-term travel to ASEAN member states as assigned.

Responsibilities and qualifications include:

  • Demonstrated experience implementing knowledge management best practices and preparing communication strategies and tools, including briefing material and talking points for high-level officials, presentation, articles, reports, and multi-media and social networking content.

  • Minimum of five years of contract management experience, planning and managing multi-year projects including budgeting, sourcing and overseeing short-term expertise, monitoring and evaluation, and establishing cost-effective systems to collect, synthesis, and disseminate data relevant to program outcomes.

  • Demonstrated technical knowledge in human rights, science and technology, disaster management, or any of the other project components required.

  • Minimum of five years of international development experience, preferably on regional ASEAN project, program, or activities. USAID project experience preferred.

  • Strong written and oral communication skills and demonstrated ability to work with a diverse group of stakeholders required.

  • Bachelor’s degree in communications, international relations, development, human rights, or related field required; graduate degree preferred.
